New Fire Safety Rules in the UK: Key Changes from October 2023
The UK government has recently proclaimed forthcoming fire safety measures, which are set to be implemented from the 1st of October, 2023. Stemming from the Building Safety Act of 2022, these provisions, which have been formally introduced to Parliament, aim to bolster fire safety standards throughout buildings governed by the Fire Safety Order (FSO) of 2005.
The UK government has recently laid out commencement regulations for new fire safety legal provisions within Section 156 of the Building Safety Act 2022. These amendments to the Regulatory Reform (Fire Safety) Order 2005 are part of Phase 3 of the Home Office’s fire safety reform programme. Below is a summary of the principal modifications:
These amendments to the Regulatory Reform (Fire Safety) Order 2005 are part of Phase 3 of the Home Office’s fire safety reform programme. This phase aims to further strengthen fire safety in all premises regulated by the Fire Safety Order (FSO). Here’s a breakdown of the key changes:
- Augmented Collaboration: The updated rules are designed to enhance the collaboration and coordination amongst Responsible Persons (RPs), who are the individuals or organisations in charge of fire safety within a building.
- Improved Record Keeping: The regulations increase requirements related to the recording and sharing of fire safety information. As a result, vital safety information will always be readily available throughout the life of a building.
- Easier Enforcement: The fresh regulations simplify the process for authorities to hold those accountable who don’t adhere to fire safety rules.
- Information for Residents: These new rules make sure that people living in the building have all the details they need about fire safety.
At this stage, the government is not requiring RPs to ensure that anyone they appoint to conduct a fire risk assessment is competent. It’s confirmed they are currently working in collaboration with specialists from the industry.
To support RPs in understanding and meeting these new requirements, guidance will be published before the regulations come into force. Specially designed for small commercial premises, apartment blocks, and compact bedrooms. These guides replace the old short guide to making your premises safe from fire. An updated fire risk assessment checklist has also been published.
Commencing on the 1st of October 2023, the UK will have updated fire safety guidelines, marking a pivotal advancement in our country’s commitment to fire safety.
